Overview of Chicago TAP Program

What is Chicago TAP?

Chicago TAP is a customized initiative based on the National Institute for Excellence in Teaching’s proven Teacher Advancement Program (TAP) model. The system encompasses compensation, performance evaluation, professional development and school-based career opportunities for teachers and principals. As a result of participation in Chicago TAP, teachers can advance professionally and earn higher salaries, just as in other careers. And they can do so without leaving the place they’re needed most — the classroom.

Chicago TAP is a collaborative initiative comprised of four key elements:

  • Multiple career paths give qualified teachers opportunities to take on more responsibility and get compensated for doing so.

  • Ongoing applied professional growth provides teachers with school-based professional development during the school day.

  • Instructionally focused accountability ties teacher observations to teaching skills and responsibilities.

  • Performance-based compensation provides bonuses to teachers
    who demonstrate their skills through classroom observations and who increase their students' academic growth over the course of the year. Additionally, following increases in student achievement, all staff is rewarded.

Background

In November 2006, Chicago Public Schools (CPS) received a $27.5 million, five-year grant from the U.S. Department of Education to launch an ambitious professional compensation and support program. It was called Recognizing Excellence in Academic Leadership/Teacher Advancement Program (REAL/TAP). To date, it is the largest competitive federal grant received by CPS. This program is a collaborative effort between the Chicago Teachers Union, Chicago Principals and Administrators Association, NIET and The Chicago Public Education Fund. Additional Funding is provided through support from the Joyce Foundation for the program management and the external evaluation and from The Broad Foundation.

Selecting Cohorts Three and Four

To be eligible, schools must have at least 75 percent of their students receiving free or reduced-price lunch and at least 75 percent of their faculty vote to participate. Other criteria being considered include teacher qualifications, experience and turnover, student attendance and achievement, and leadership capacity

Year One Implementation Results

Chicago TAP has completed its first year of implementation in the first ten (10) schools.  The Lead and Mentor teachers have all received an additional stipend of $15,000 and $7,000 respectively, for the additional duties and responsibilities as a key member of the TAP Leadership Team. 

All staff is eligible for a performance bonus awards based on student achievement gains and the teachers’ skills, knowledge, and responsibilities scores.  Performance bonus awards have not yet been calculated due to the delay in the release of the ISAT scores. Calculation and distribution of the performance bonus awards was originally planned for November 2008.  Obviously, the release of the ISAT scores will impact our ability to meet the original deadline.
